This regulation specifies the methods and conditions for the periodic and extraordinary verification of measuring instruments and measurement systems for the continuous and dynamic measurement of non-water liquids – fuel dispensing devices. It outlines the requirements that fuel dispensing devices must meet during verification, as well as the process for determining compliance with these requirements.

Through various initiatives and programs, we are working to create a favorable economic environment. He pointed out that companies participating in the competition for the "Oscar of Quality" have achieved excellent results, especially in improving quality and business excellence. He expressed hope that these companies will serve as examples of good practice in the future. He also emphasized that the Ministry of Economy is making significant efforts to create an economic environment conducive to integration into the European and world economy by harmonizing with EU technical legislation and improving the work of quality infrastructure institutions.

 

Acting Assistant Minister of Economy, Nikola Vitas, stated that the Ministry of Economy, in the previous period, has established a stable legal and institutional framework in the field of standardization, metrology, accreditation, and conformity assessment.

 

In collaboration with the Development Agency of Serbia in 2023, the Ministry of Economy, besides many incentives for businesses, is implementing a program for co-financing the costs of services in the field of quality infrastructure (for conducting conformity assessment procedures of products with the requirements of Serbian and foreign technical regulations, including safety assessment of cosmetic products; for organizing business in accordance with the requirements of internationally recognized standards of management systems (preparation/implementation of standards with the first certification or recertification); for the purchase of Serbian standards from the Institute of Standardization of Serbia). The goal of this financial support is for businesses to increase the use of standards throughout all phases of design, production, and product control and to organize their business processes.

 

Minister of Economy, Slobodan Cvetković, congratulated the companies participating in the competition for the "Oscar of Quality" and business excellence.

 

The winners of the "Oscar of Quality 2023" are Generali Insurance Serbia (Champion of Excellence 2023) and the director of this company, Dragan Filipović (Leader of Business Excellence 2023), as well as the Center for Medical Biochemistry at the University Clinical Center (Champion of Excellence 2023) and the director of the mentioned center, Assoc. Prof. Dr. Sanja Stanković (Leader of Business Excellence 2023), while Hutchison Ltd. Ruma and the Institute of Public Health Šabac achieved excellence in the areas of leadership, process technology, and employee satisfaction.

Day of ISS and World Standards Day http://tehnis.privreda.gov.rs/en/news/Announcements/1200/day-of-iss-and-world-standards-day.html This year marks 89 years since the first steps were taken towards institutionalized standardization in our region. After many decades and numerous transformations accompanying historical events, the Institute for Standardization of Serbia has been the sole national body for standardization in the Republic of Serbia since 2007. ]]> As a sign of remembering the beginnings, continuing a long  tradition, and the emphasis on the value of standardization globally, the Institute celebrates the Day of the Institute and World Standards Day simultaneously each year. During the ceremony held at the Institute to honor national and global standardization, acknowledgments were given to the most deserving collaborators of the Institute.

 

Representatives from institutions with which the Institute has the strongest cooperation attended the ceremony: the Ministry of Economy, the Accreditation Body of Serbia, as well as the Management and Supervisory Board of the Institute. Tatjana Bojanic, the director of the Institute, greeted the attendees, followed by addresses from Mr. Nikola Vitas, the acting assistant minister of the economy, and Ms. Tanja Petrovic from the Ministry of Economy, the president of the Assembly of the Institute.

Additionally, through its actions, the council contributes to and encourages key stakeholders in the field of quality infrastructure to address current issues and tasks, ensuring the creation of a conducive environment for the development of innovative activities, collaboration, and coordination with relevant ministries. Workshop on the Signing of the ACAA Agreement http://tehnis.privreda.gov.rs/en/news/Announcements/1197/workshop-on-the-signing-of-the-acaa-agreement.html A workshop on the signing of the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA) and EU accession regarding conformity assessment issues was held on September 28, 2023, in Belgrade. ]]> The event was organized by the Ministry of Economy (Sector for Quality and Products Safety) with the support of the Chamber of Commerce of Serbia, under the auspices of bilateral cooperation with the Czech Republic.

 

This is one in a series of events within the "Aid for Trade" project (Support to the Quality Infrastructure Sector of Serbia in the field of conformity assessment of industrial products according to EU rules, with the aim of signing the ACAA agreement).

 

During the workshop, examples of best practices from EU member states were presented, which could be applied in the Republic of Serbia. There was also a discussion on the need to strengthen administrative capacities and readiness of quality infrastructure institutions and designated conformity assessment bodies for signing the ACAA agreement.

 

The expert at the event was Miroslav Chloupek from the Czech Office for Standards, Metrology, and Testing (UNMZ). A representative from the Embassy of the Czech Republic in the Republic of Serbia also participated in the event.

 

Representatives from relevant ministries, designated conformity assessment bodies, the Chamber of Commerce of Serbia, and quality infrastructure institutions attended the workshop.

 

ACAA (Agreement on Conformity Assessment and Acceptance of Industrial Products) is an agreement aiming to facilitate the access of industrial products between the EU and candidate countries for EU membership.

UNIDO ranked countries according to the contribution of quality infrastructure to achieving sustainable development goals - QI4SD index. ]]> The United Nations Industrial Development Organization (UNIDO) has presented the latest publication "Quality Infrastructure for Sustainable Development (QI4SD) Index", as a result of the work of international experts in the field of quality infrastructure.

Within the mentioned study, the countries are divided into groups according to the level of GDP (XL - the richest, L - the rich, M - the medium rich and S - the less rich).

Within its group (M - medium rich country with GDP between USD 10-100 Bn), Serbia is ranked as the highest-ranking country according to the QI4SD index.

The QI4SD index measures the contribution of quality infrastructure (QI) to achieving sustainable development goals (SDGs). The index includes five pillars of quality infrastructure - standardization, accreditation, metrology, conformity assessment and QI Policy (legislative framework). It sets indicators for each of them and puts them in relation to three components of sustainable development - prosperity, planet and people.

The participants presented the basic principles of non-harmonized areas and guidelines for all future obligations relating to the Benchmark 1 for the opening of the Chapter 1.

Dušanka Kalezić, Advisor to the President of Serbian Chamber of Commerce said that the Chapter 1 - which includes the rules and regulations for the free movement of goods as one of the fundamental freedoms of the functioning of the single market, is especially important for our economy. The general principle of this chapter indicates that the product can be traded freely, without obstacles in the single EU market.

Miodrag Dugandžija, Head of Division in QI Sector of the Ministry of Economy presented the general principles relating to non-harmonized area of the ​​EU, and stressed the particular importance of further joint work of the relevant ministries and industry sector for removal of all barriers to trade. Tanja Petrović, Head of the Group for non-harmonized Technical Regulations in the Ministry of Economy presented the next steps and guidelines to meet the obligations defined by Governmental decision on the need for submission action plan to the European Commission, in conjunction with benchmark 1 for the opening of negotiations in Chapter 1 (Presentation: available in Serbian)

Fifth Balkan conference on standardization http://tehnis.privreda.gov.rs/en/news/Announcements/475/fifth-balkan-conference-on-standardization.html Fifth Balkan conference on standardization on "Sustainability of national standards bodies was held In Belgrade, on 14th June 2016 ]]> The fifth Balkan conference on standardization on "Sustainability of national standards bodies" was held in Belgrade, with the participation of representatives from national standards bodies of eleven Balkan countries: Albania, Bosnia and Herzegovina, Bulgaria, Macedonia, Moldova, Romania, Slovenia, Serbia, Turkey, Croatia and Montenegro.

 

EU legislation 1025/2012 was fully transferred to the Law on standardization and bylaws for its’ implementation, which is one of the last condition for full membership of the ISS in CEN and CENELEC. ISS submitted an application for full membership at the end of May, which was adopted by the CEN and CENELEC during the last Assembly, held a few days ago in Skopje - said Mr. Petrović.

Welcoming the participants and officially declaring the conference open, the acting Director of the Institute for standardization of Serbia, Mrs. Tatjana Bojanic, handed a letter of gratitude to Mr. Ljupco Davcev, Director General of the Institute for Standardization of the Republic of Macedonia.

Mrs. Dejana Milinkovic, President of the Assembly of the ISS, gave a presentation on cooperation between national standardization body and ISS managing structures.
