About the Sector for Quality and Product Safety

Sector for Quality and Product Safety performs tasks related to:

  • technical regulations;
  • harmonization of the laws in the area of free movement of goods with the EU acquis, as well as the adoption of bylaws in this field ;
  • transposition and implementation of EU technical legislation - Internal Market;
  • strategy and development policy of standardization, accreditation and metrology;
  • coordination with line ministries;
  • preparation of programs for the adoption of technical regulations;
  • preparation of technical regulations for industrial non-food products;
  • authorization and appointment of conformity assessment bodies (CABs) for products with prescribed requirements;
  • appointment of CABs for assessment of conformity of measuring instruments;
  • authorization of CABs for verification of measuring instruments;
  • authorization of CABs for testing and marking of precious metals articles, as well as testing precious metals and alloys of precious metals;
  • notification of authorized and appointed bodies to European Commission (notification of CABs);
  • supervision over the work of authorized and appointed CABs;
  • recognition of the validity of foreign documents and markings of conformity and giving opinions on decisions on the recognition of foreign documents and markings of conformity issued by other ministries;
  • keeping and issuance the extract from the register of draft technical regulations, register of valid technical regulations and appointed and authorized CABs, register of foreign documents and markings of conformity valid in the Republic of Serbia, register of authorized CABs for verification of measuring instruments and appointed bodies for conformity assessment of measuring instruments, register of bodies appointed for testing and marking of precious metals articles, as well as testing precious metals and alloys of precious metals;
  • providing information on technical regulations and their implementation, to economic operators and other stakeholders;
  • works as information center according to the rules of WTO and CEFTA (also as a contact point according to the rules of EU);
  • notification of draft technical regulation and related conformity assessment procedures (notification of regulations to EU and WTO) in order to remove technical barriers to trade within CEFTA,WTO and EU;
  • conducts second instance administrative procedure in the field of metrology;
  • identifies priorities, prepares, proposes and monitors the implementation of projects approved in the field of free movement of goods, as well as coordinates developmental projects with institutions in this field for signing Conformity Assessment and Acceptance of Industrial Products (ACAA);
  • plans, implements and coordinates activities related to the EU accession process within the scope of the Sector;
  •  prepares and organizes meetings of Negotiation group for free movement of goods   (Negotiation group 1 of Coordination body for the process of EU accession) and data entry in electronic database NPAA;
  • cooperation with other state administration authorities and institutions in the field of free movement of goods, relating harmonization of the legal framework and application of technical and other regulations in the field of free movement of goods.
