CARDS PROJECT FINALISED

The Project Technical assistance to the key QI institutions in the Republic of Serbia, financed by the European Union, has been implemented and finalised in December 2010.

On Friday 17th December 2010. in the Serbian Chamber of Commerce premisses the final conference of the EU project "Technical assistance to the key QI institutions in the Republic of Serbia" held.

The goal of the project is to promote legal and institutional reforms in the field of quality infrastructure in the Republic of Serbia in accordance with the EU acquis and the conditions for obtaining the WTO membership.

The project was implemented by Consortium : AFNOR - French Association for Standardization, Danish Fund for Accreditation and Metrology (DANAK), Slovenian Institute for Quality and Metrology (SIQ) and the Laboratory of Metrology and Quality of Electrical Engineering, University of Ljubljana. The beneficiaries of the project were: Department for Quality Infrastructure within the Ministry of Economy and Regional Development (MERR), Institute for Standardization of Serbia (ISS), the Accreditation Body of Serbia (ATS) and the Directorate for Measures and Precious Metals (DMDM).

The meeting was opened by Jelena Popovic, Assisstant Minister in MERR, with presentation of the results achieved during the implementation of the project (September 2008 - December 2010.). She stressed that project results have increased the competitiveness of Serbian economy and industry. After her presentation the audience was addressed by Jose Antonio Gomez, Head of Operations Department of the EC Delegation in Serbia, who has used the opportunity to thank the MERR and the Serbian Chamber of Commerce and  expressed satisfaction that all project objectives  has been met. Gomez emphasised   that  quality infrastructure has a significant place in Europe in terms of free movement of goods, but also  noted that the answers to the Questionnaire has allready been prepared for the European Commission (Chapter 1 - Free movement of goods). The aim of this project, funded by the European Union, was to improve the capacity and expertise in the field of quality infrastructure, as well as the harmonization with the EU acquis.

Technical assistance to the key QI institutions in the Republic of Serbia is supported by the European Union through the CARDS 2008 program.

In this sense, the project included four components:

 

• Strengthening the capacity of the Ministry of Economy and Regional Development, the policy and legislation in the field of quality infrastructure,

• Standardization - Capacity building of the Institute for Standardization,

• Accreditation - Strengthening the capacity of the Accreditation Body of Serbia and raising public awareness about the need for accreditation and conformity assessment, and

• Metrology - Improving the capacity of the Directorate for Measures and Precious Metals.

The following results has been achieved by the project:  Draft law on Accreditation, Draft Regulation that transposes European Directive 98/34/EC; Draft Rulebook on keeping of registers relating to technical regulations; legal framework of  technical regulations has been improved by the transposition of  3 EU directives  into national legislation (Directive 2006/95/EC on LVD, EMC Directive 2004/108/EC on the Directives on notification 98/48/EC & 98/34/EC),the analysis of current situation in mentioned institutions have been done, the suggestions for improving their efficiency through restructuring, the establishment of efficient management system and improving procedures, as well as the establishing the new organizational elements (Enquiry Point at the Institute for Standardization of Serbia); assistance to DMDM was provided for two selected laboratories accredited by the ATS and the Accreditation body member of EA / MLA-ESYD, awareness raiseing campaign about the importance of standardization, accreditation and conformity assessment have been conducted.
