Analysis of the current state of the industry – regarding preparation of Strategy to improve quality infrastructure

The Call for economic operators for cooperation, regarding preparation and analysis of industry needs for services that are provided by conformity assessment bodies (testing and calibration laboratories, certification bodies for products or management systems, control bodies) Institute for Standardization of Serbia, the Serbian Accreditation Body, the Directorate of Measures and Precious Metals.

Drafting of Strategy to improve quality infrastructure, among other things, includes an analysis of equipment capacities and needs of particular branches of industry for services provided by quality infrastructure institutions. Within available resources, the analysis will primarily cover economic operators from the following fields: electrical and electronic appliances and machinery, mechanical engineering, personal protective equipment, construction materials and equipment under pressure (especially products that fall into scope of European Directives for safety of machinery, lifts, low voltage equipment, electromagnetic compatibility, personal protective equipment, pressure equipment, construction products).

For the purposes of this analysis, the Ministry of Economy and Regional Development has prepared a Questionnaire and has sent it to 40 different addresses, economic operators that have been identified as key representatives of industry in the mentioned fields. Nevertheless, for a more comprehensive review of the situation and the needs of the industry for services provided by quality infrastructure institutions, an active participation of the wider industry representatives is fundamental. 

Therefore, we call upon economic operators to contribute to exhaustive overview of the situation regarding the application of technical regulations by completing the questionnaire and to submit it to an e-mail address: tbtinfo@merr.gov.rs, by the end of May 2012. The questionnaire can be downloaded in doc. format. Thank you for your understanding that only fully completed questionnaires will be processed.

In addition to the questionnaire, the representatives of the Ministry will, together with representatives of the German technical assistance to Serbia (Project GIZ ACCESS), visit a number of economic operators from which we expect to obtain information about the real needs and difficulties faced by the industry when it comes to application of technical regulations, and the entire so-called technical legislation.

The adoption of Strategy to improve quality infrastructure will define next steps for the harmonized development of all quality infrastructure components: standardization, metrology, accreditation and conformity assessment. In this sense, the objective of the Strategy is to set priorities for the future development in this area, in accordance with the needs of industry, and in regards to the new legislative framework.
