Measuring Instruments

Measuring instrument is a device used for making measurements, alone or in conjunction with one or more supplementary devices. 

Placing on the market and use of measuring instruments, as well as the conformity assessment of measuring instruments with the prescribed requirements regulated by the Law on Metrology ("Official Gazette of RS", No. 15/16). 

Types of measuring instruments which are subject to the implementation of conformity assessment procedure, type approval and verification, set out in the Rulebook on types of measures subject to legal control ("Official Gazette of RS", Nos. 37/21). 

Requirements for certain types of measuring instruments are prescribed by the Rulebook on measuring instruments ("Official Gazette of RS", No. 3/18). 

The Rulebook prescribes requirements for certain types of measuring instruments, namely: Water meters, Gas meters and devices for volume conversion, Active electricity meters, Heat meters, Measuring systems for continuous and dynamic measurement of non-water liquids, Automatic weight instruments, taximeters, Materialized measures, Dimensionals and Exhaust Gas Analyzers that must be met for their placing on the market and / or use, conformity assessment and conformity assessment procedures, marking, certificates of conformity and other documentation accompanying the measuring instruments, as well as the conditions to be met by the notified body conducting the assessment procedure. 

Conformity assessment procedures are performing by Directorate for measures and precious metals and conformity assessment bodies (designated bodies). 

The Rulebook is accompanied by a List of Serbian standards in the field of measuring instruments which is regularly updated in accordance with the list of harmonised standards published in the Official Journal of the EU. Also, the Rulebook is accompanied by a List of Serbian normative documents in the field of measuring instruments which enables the application of certain documents of International organization of Legal Metrology (OIML) in the process of conformity assessment of measuring instruments, and for which the information on the acceptance by the European Commission published in the Official Journal of the EU. 

Full implementation of the Rulebook on Measuring instruments begins on January 1, 2024. 

The types of measuring devices that are listed in the Rulebook on the types of the measuring instrumenst for which is the mandatory verification and the time intervals of their periodical verification and which are not covered by the Rulebook on measuring instruments and Rulebook on non-automatic weighing instruments, are governed by national regulations in accordance with certain documents of International organization of Legal Metrology (OIML). 

Initial and subsequent verification are performing by Directorate for measures and precious metals and authorized bodies.
